Eutrophication affects the entire Baltic Sea ecosystem, with negative consequences for marine life. Work to address the problems has been ongoing for a long time, and ten years ago a joint political decision was made by the countries bordering the Baltic Sea that the sea should be in balance and have good status by 2021. That goal will not be achieved. The Baltic Sea continues to be the world’s most eutrophicated sea. Why isn’t it getting better, despite all the efforts underway?
